libpam-pwquality software package provides PAM module to check password strength, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libpam-pwquality
libpam-pwquality is installed in your system.
Make ensure the libpam-pwquality package were installed using the commands given below,
$ sudo dpkg-query -l | grep libpam-pwquality *
You will get with libpam-pwquality package name, version, architecture and description in a table
